Buildings can be upgraded when enough cards of that Building have been collected. 

Building cards can be obtained through most card packs. Once the required amount of cards for a Building have been collected, the "upgrade" option will now be available in that Building's view.

A notification icon on the Build Menu will also be displayed whenever you have a Building that is ready to be upgraded.
