Once all the required Ransacks for a block have been completed, the block's Boss will be revealed and you will need to fight for the block. It's time to start a Takeover!

To start a Takeover, Characters from your crew must be assigned to the Takeover. Note that some Takeovers have special assignment requirements. 

The length of a Takeover varies depending on the block/district and can always be skipped using Gold.
